


The point is: once you have successfully run the "FalloutNVLauncher.exe" once so those two INI files are created, then you should be attempting to start the game by running "FalloutNV.exe" (unless you need to change the hardware settings) or (if you have installed NVSE but not the Fallour 4GB Patcher, which does so automatically) the "nvse_loader.exe". But once that is done, in "offline" mode you can just run the game executable (not the "launcher") by itself. You do still need to first run the "Steam Client" even in "offline" mode so it can verify you have a valid copy of the game. (See the ' Game INI files' section of the wiki " FNV General Mod Use Advice" article.) If those files cannot be created or are "Read Only" you might get the looping you are seeing.

The "FalloutNVLauncher.exe" creates the "Fallout.INI" and "FallourPrefs.INI" files in the "Users" folder. When you say "launcher", are you referring to the file "FalloutNVLauncher.exe" (which is only used the first time after installing to configure the game for your hardware), or the "Steam Client" or the game button on the "Steam Game Library" of the "Steam Client"?
